Lesser Periwinkle.  

Vinca minor is a prostrate, mat-forming, evergreen shrub with ovate, dark green leaves. Produces violet blue flowers from mid-spring to autumn. Grows in most soils, good in sun or dry shade. Hardy. Suitable for smaller gardens borders or container planting. Not as vigorous as the major varieties. 

Eventual height up to 15cm with an indefinite spread.
