Lesser Periwinkle Panta.  

Vinca minor Panta is a small prostrate, carpet forming, evergreen shrub with narrow ovate, glossy dark green leaves. Semi double bright  blue flowers from mid-spring to autumn. Grows in most soils, good in sun or dry shade. Hardy. Suitable for smaller gardens borders or container planting. 

Eventual height up to 10 to 15cm with an indefinite spread.
